They argue that policymakers must shift away from short-term crisis management toward long-term structural reforms that prioritize human development and climate resilience. The institute emphasized that social spending on health, education, and nutrition should be treated as a strategic investment in national productivity rather than a mere expense. Furthermore, the experts called for increased funding in disaster preparedness to mitigate the recurring costs of environmental shocks. Regarding taxation, the panel advised against placing additional burdens on the already overtaxed salaried class. Instead, they proposed expanding the tax net to include currently untaxed sectors and reducing tariff distortions to boost industrial competitiveness and export growth.
