The end of trapped buyers?

Cyprus has enacted new legislation, Law 110(I)/2025, aimed at resolving the long-standing issue of "trapped buyers" who have paid for properties but cannot obtain title deeds. This problem, stemming from developers mortgaging land before selling off-plan properties, has affected thousands, many of whom are foreign nationals. A previous law from 2015 successfully facilitated over 11,000 deed transfers, but its core provisions were recently deemed unconstitutional, leaving thousands more in limbo.
This new law is crucial for restoring property rights and financial security to thousands of individuals who have been unable to secure ownership of properties they have fully paid for, addressing a significant legal and economic challenge in Cyprus.
