The measures aim to cut administrative delays, simplify licensing, and enhance cross-border cooperation, fostering a more efficient environment for member states and the defense industry. The deal also includes provisions to simplify the management of the European Defence Fund, reduce administrative burdens for applicants, and bolster support for small and medium-sized enterprises (SMEs) through increased funding rates. Environmental and chemical regulations will be clarified in relation to defense activities, with exemptions for specific substances while maintaining high protection standards. A harmonized framework will accelerate licensing procedures for defense projects, capping them at 102 working days and introducing a silent approval mechanism.
