Namcor wanted government guarantees – Amutse
Energy minister Modestus Amutse says international oil trader Vitol was awarded the tender to supply fuel to Namibia for the next three months because the company required no government guarantees. Amutse was responding to questions from parliamentarians in the National Assembly on Wednesday afternoon. This comes after concerns that state oil company Namcor was sidelined in the process. “With the National Petroleum Corporation of Namibia (Namcor) [bid] there were conditions.
Namibia's Energy Minister, Modestus Amutse, stated that international oil trader Vitol secured a three-month fuel supply contract because it did not require government guarantees. This decision aimed to avoid risking state financial backing, a condition that prevented state-owned Namcor from qualifying despite offering a slightly lower price. Other bidders, including Starboard and SDAL Services Ltd, also needed guarantees, while TotalEnergies submitted a higher bid. The government is exploring a bulk fuel supply process to potentially lower costs for local wholesalers.
The decision highlights the financial constraints and procurement challenges faced by state-owned enterprises in securing essential resources like fuel, impacting national energy security and cost.
