Malaysia requires a more organized and comprehensive framework to manage refugee issues, including the Rohingya community, considering humanitarian, security, and national development aspects. Associate Professor Dr. Siti Darwinda Mohamed Pero from Universiti Utara Malaysia proposed the introduction of a Targeted Refugee Response Framework (TRRF). This framework aims to establish a systematic refugee management mechanism based on current needs and long-term objectives. It would encompass four main stages: entry, emergency response, resilience and self-reliance, and long-term solutions. Dr. Siti Darwinda cited examples from countries like Canada, Germany, and Uganda, which have successfully integrated refugees into education and employment without compromising national interests. She also pointed to Jordan's pragmatic approach to employment access for refugees, even without being a signatory to the 1951 Refugee Convention. The proposal emphasizes a holistic, structured, and solution-oriented approach to effectively manage refugee issues while aligning with national security and humanitarian responsibilities.
