Minister of State for Territorial Administration and Mobility, Emile Zerbo, presided over the opening ceremony. He linked the congress to the state's ongoing refoundation process, aiming to strengthen national sovereignty and governance. Discussions also addressed the recent law on freedom of association, adopted in July 2025, which introduces significant updates to the legal framework for associations. Participants were urged to contribute to improving the CMB's governance and its service to the community and nation. The President of the Legislative Assembly of the People also called for aligning CMB statutes with the new law.
