Ukraine's State Bureau of Investigation (DBR) has exposed a large-scale scheme within a regional territorial center for recruitment and social support (TCK) in the Odesa region, aimed at illegally forcing citizens into mobilization. The DBR reports that six officials organized a system to detain and hold men, assisted by three members of a local NGO. Numerous instances of cruel treatment, including illegal confinement, beatings, intimidation, and psychological pressure, have been documented. Some victims reportedly experienced sexual violence. Investigators seized items used for physical abuse, and nine individuals have been detained and charged with torture, unlawful imprisonment, and robbery. The investigation is ongoing to identify all involved parties and potential victims.
