Culture ministry disowns undersecretary’s claims on government payments

The Ministry of Culture, Museums and National Heritage has distanced itself from remarks made by its Undersecretary alleging that payments are prioritised using a special list from the Office of the President. Speaking during a social event over the weekend, Amer Madol Majak, alleged that funds are often withheld and that officials are informed of a separate list of priorities said to originate from the Office of the President. However, in a statement issued on Tuesday, the Ministry said the comments were made without official authorization and do not represent its position. The Ministry said it had not issued any mandate, directive, or delegation permitting the Undersecretary to speak on behalf of the institution. It added that the allegations regarding the administrative and financial conduct of several government bodies, including the Ministry of Finance and Planning, the Bank of South Sudan, and other organs of government, were made in a personal capacity and should not be interpreted as official policy or institutional views. The Ministry further stressed that it remains committed to professionalism, institutional discipline, and adherence to constitutional and administrative procedures. It said matters relating to governance, public finance, and accountability should be addressed through established legal and governmental mechanisms. The statement comes after earlier remarks by the Ministry of Finance and Planning, which dismissed similar allegations, saying payments follow standard procedures initiated by spending agencies across government institutions.
