The decisions were made during a plenary session held on Tuesday, June 16, according to a statement issued by the Council, in a statement to Eye Eye Radio newsroom. The PPC said the Elections Code of Conduct is intended to regulate the activities and ethics of political organizations. “The Election Code of Conduct serves as a foundational instrument to regulate the activities and ethics of political organizations,” the statement said. According to the Council, the code establishes rules of engagement that prioritize “democratic integrity, mutual respect, peaceful campaigning, and gender diversity,” while prohibiting intimidation, hate speech and the use of weapons. The Council also approved the deployment of coordinators and inspectors to states and administrative areas across the country. The PPC said the officials will oversee compliance with regulations, monitor political activities at the local level, and handle inter-party dispute resolutions. “The appointment of regional coordinators and inspectors marks a vital operational step,” the statement said. The Council added that the measures implement provisions of the Political Parties Act, 2012 (Amended 2022). “The finalization of these regulatory measures directly implements the Political Parties Act, 2012 (Amended 2022), positioning the country to meet critical institutional milestones ahead of the upcoming democratic polls,” the statement said. Speaking to journalists after the plenary session, PPC Chairperson Hon. Eng. James Akol Zakayo Dhiak called on political groups to formalize their legal status. “The Council reminds all political parties that the strict registration deadline remains June 30, 2026,” he said. Zakayo said parties that fail to register and comply with the newly endorsed Code of Conduct by the deadline will not be eligible to participate in the December 2026 general elections. “Parties failing to fully register and align with the newly endorsed Code of Conduct by this date will legally forfeit their eligibility to contest in the December 2026 general elections,” he said. The Council also thanked political groups, civil society organizations and international partners for their support. “The Council expresses its gratitude to all political groups, civil society actors, and international partners including the United Nations Mission in South Sudan (UNMISS) for their collaborative input and continuous support in shaping a credible democratic transition,” the statement said.
