Five cities — Shaoguan and Shantou in Guangdong, Zhongwei in Ningxia, Qingyang in Gansu, and Danzhou in Hainan — have emerged as unlikely contenders in the global AI compute race, each leveraging unique geographic, energy, and policy advantages. Shaoguan has pioneered a data processing for export model that echoes southern China's manufacturing heyday. In January, it became China's only approved pilot cluster for processing overseas data, handling Hong Kong and Macau data through dedicated high-bandwidth fiber lines separate from the public internet. The Shenzhen-Guangzhou-Shaoguan data corridor, announced June 12, uses hollow-core fiber optic technology to reduce latency by an additional 30%. Hong Kong-based AI firm Legal Data Technology reported a roughly 20% reduction in token costs since starting trial operations in Shaoguan in May. Shantou takes a different approach, leveraging its position as one of China's three international submarine cable landing stations. Carrying approximately 52% of the nation's international bandwidth with a 32.7 millisecond latency to Singapore — 15 milliseconds faster than Shanghai — it targets Southeast Asian markets directly. The city has pioneered a full-chain token export model where overseas customers consume Shaantou-produced token services via API, with the output powering everything from smart toys to enterprise AI applications. In the northwest, Zhongwei and Qingyang capitalize on natural advantages. Zhongwei, where Amazon built its first China data center cluster after evaluating 83 locations, now hosts six major cloud platforms serving over 4,000 enterprises. Its natural climate allows 280 days per year of free air cooling, delivering 40% greater energy efficiency than eastern cities. Qingyang has transformed from a coal and oil town into a computing hub with over 150,000 PFlops of capacity, serving inference nodes for Southeast Asian customers of major internet companies through a train-in-west, infer-overseas model. Danzhou rounds out the five with a digital bonded zone model enabled by Hainan Free Trade Port policy. With data export assessment exemptions for items outside the negative list, it has attracted a 10.2 billion yuan investment from Runze for an international data hub expected to begin operations this year.
