In contrast, Decree 424 omits specific group names, defining the conflict by threats to national sovereignty and public order. A key difference is Decree 424's explicit provision for international cooperation, including the participation of cooperating states in neutralizing threats, a feature absent in the previous decree. The new decree also introduces considerations for pardons and sentence modifications.
