While infrastructure projects often dominate discussions, experts stress that true development hinges on people's understanding, participation, and empowerment. CDOs act as vital links between government institutions, citizens, and development partners, facilitating social change and mobilizing communities. Their work involves promoting awareness, encouraging participation in development agendas, and helping communities leverage opportunities created by government policies.
