The operation, following nine months of investigation, involved raids in Guayas and Tungurahua provinces, including at the Guayaquil Airport Migration offices. The suspects, including current and former migration officials, are accused of facilitating irregular departures using identity fraud and forged documents. The network allegedly charged between $5,000 and $8,000 per person, using real passports with substituted identities and forged visas to help clients travel to destinations like the U.S. and Spain. The investigation revealed that officials allegedly stamped passports to permit departures and used individuals with similar physical characteristics to impersonate passport holders.
