The European Council announced it will hold a strategic discussion on the enlargement of the EU and reforms during its October 2026 meeting. This follows a renewed impetus in the enlargement process, referencing the Granada Declaration. The Council welcomed the recent EU-Western Balkans Summit in Tivat, Montenegro, which fostered new momentum. The EU reaffirms its commitment to close cooperation and supporting reform efforts in the Western Balkans towards membership. The process is based on merit and includes the possibility of reversibility. France and Germany proposed a 'structured gradual integration' initiative to allow candidate countries earlier benefits of closer ties with the EU.
