Shizuoka Prefectural Government Urged to Restrict Non-Summer Mt. Fuji Climbs
富士山周辺の静岡県内4市1町でつくる「富士山ネットワーク会議」（会長＝須藤秀忠・富士宮市長）は19日、県庁を訪れ、夏季以外の富士登山を制限する仕組みと遭難した場合の救助の自己負担の制度づくりに関する要望書を鈴木康友知事に提出した。 要望では県道の冬季通行制限の徹底など「ルールを守らない入山者に対する厳正な対応」や、無許可の立ち入りを制限する冬季の富士登山規制のための条例制定などの仕組みづくりを求めた。 静岡・山梨両県では、防災ヘリの救助費用の有料化や立ち入り規制の検討を進めており、要望書を受け取った鈴木知事は「あらゆる手段で慎重に検討している」と説明した。 救助ヘリの有料化については、警察法や消防組織法などの法改正が必要となり、須藤市長らは鈴木知事に対して国へ法改正を要望するように訴えた。鈴木知事は「国も難しい面があるようだ」と述べるにとどめた。 終了後、取材に応じた須藤市長は「消防職員らの2次遭難の不幸を出したくない」として、夏季以外の入山については一律に禁止にするよう求めた。 御殿場市の勝又正美市長は「（夏季以外は）山小屋も閉鎖し、危険がある。遭難事故によって世界文化遺産としてもイメージが問われる」と訴えた。 遭難時の救助の有料化については、須藤市長は「遭難者が何らの費用負担をしないで、事故が起きた自治体が費用を負うことは道理がない」と主張。「自己負担にすれば登る人も少なくなる」として抑止効果として救助の自己負担を求めた。【道下寛子】
