Investigations by the Civil Police and Public Prosecutor's Office indicate that areas controlled by the Third Command Pure (TCP) criminal faction in Rio de Janeiro's North Zone provided a substantial portion of the votes for state deputy Roosevelt Barcelos, known as Val Ceasa, and former councilman Ulisses Marins. Election data was cross-referenced with information on criminal faction activities. The prosecution alleges that the voting patterns demonstrate the politicians' influence within these communities, potentially benefiting the associated criminal faction. In 2022, Val Ceasa received over 17% of his votes from TCP-dominated areas. Ulisses Marins also received significant votes in neighborhoods associated with the faction during his 2020 council election campaign. Investigators suspect Val Ceasa of money laundering for the TCP and attempting to obstruct the demolition of a property linked to a prominent trafficker.
These findings raise serious concerns about the potential influence of organized crime on political representation and electoral processes in Rio de Janeiro.
