Makuei urges MPs to drop debate on Kapoeta East killing, citing investigation

The Minister of Parliamentary Affairs Michael Makuei has cautioned members of parliament against debating the killing of the Commissioner of Kapoeta East, saying the matter is under investigation by security agencies. Stephen Lowosio-Lomongin, who was a caretaker commissioner of Kapoeta East County, was killed on 11 June in Kasengor, a disputed area between the Greater Pibor Administrative Area and Eastern Equatoria State. The issue came up after MP Joseph Bol raised a motion in the National Parliament calling for the matter to be prioritised. He said the late commissioner was also a sitting member of parliament. Bol urged the House to allow urgent discussion on the incident, saying it concerned one of their own. “I’m raising a very important motion on the killing of the Commissioner of Kapoeta East, Honourable Stephen Lowosio Lomongin, who was killed on 11 June 2026. I would like to raise this motion because the Commissioner is also a member of this Parliament,” he said. “Whatever made him a commissioner is a different thing, but the fact that he is a member of this sitting Parliament, I would like the House to allow this motion to be given a priority of being tabled within the time frame required by the conduct of business,” he added. However, Minister of Parliamentary Affairs Michael Makuei said the case is already under criminal investigation. He said security organs are pursuing those behind the killing and cautioned that Parliament should not discuss the matter at this stage. “I appreciate the last motion which was issue which was raised by the last speaker. However, I would like to inform the House that the Government has taken steps. It is a criminal case, it is under investigation, and we are pursuing the accused persons to be arrested. So, I request that the Parliament should, as long as the Government sees of it, then it should not be taken by the Parliament at this stage,” he cautioned. Makuei added that the case remains under the responsibility of investigative authorities until further notice.
